The Ministry of Ecology and Natural Resources of the Republic of Tatarstan exercises regular control over compliance with the requirements of the license for the use of mineral resources on water. In particular, the vessels of inland river and mixed navigation used for the extraction of common mineral resources should be equipped with trackers and connected to the unified state information system, the Global Navigation Satellite System (GLONASS+112"). This allows the inspectors to track location of the equipment as soon as possible in order to control compliance with the license requirements. Four (4) licenses for the use of mineral resources have been suspended so far during the courts of the Ministry of Ecology due to the absence of trackers. If the indicated violations are not eliminated within three months, the right to use mineral resources will be terminated early.

Within the framework of the regional ecological surveillance, raids are carried out on water and on the coastal areas along with aero-overflights together with fellow workers of Kazan Linear Department of the Ministry of Internal Affairs of Russia for Transport, the Interior Affairs Ministry's Economic-Crimes Department for the Republic of Tatarstan, the Investigation Committee of the Russian Federation for the Republic of Tatarstan. Starting January 1 and until now, fellow workers of the Ministry carry out inspections of the water area of the Volga and the Kama rivers. Currently, 70 deposits of mineral resources have been inspected in the water area of the Kuybyshev Reservoir, and 15 violations have so far been detected. A total of 4 criminal cases were initiated over the fact of illegal extraction under Article 171, part 1, of the Criminal Code of the Russian Federation. The Ministry carried out work on estimation of the inflicted damage in compliance with the Enactment of the Government of the Russian Federation of July 4, 2013 No. 564 "On ratification of the rules to estimate the damage inflicted on the mineral resources due to the violation of the Russian legislation on mineral resources". As on October 18, 2016, the estimated damage inflicted on the environment amounted to 40 million rubles.
