Tatarstan takes the leading position in the Volga Federal Region in the field of recovery of production and consumption waste.

According to the Press Service of the Ministry of Natural Resources and Ecology of the Russian Federation, "The Mari El Republic, Mordovia, Tatarstan, and Kirov Region take the leading position in the Volga Federal District in the field of recovery of production and consumption waste", as it was reported by the Deputy Minister for Natural Resources and Ecology of the Russian Federation, Murad Kerimov, during the joint field meeting of the Secretary of the Security Council of the Russian Federation and the Plenipotentiary of the President of the Russian Federation in the Volga Federal District in Cheboksary. Discussion of additional measures on assurance of ecological safety in the field of management of production and consumption waste, as well as decriminalization of this field in municipal units of the Russian Federation located within the boundaries of the Volga Federal District was the key topic of the event.

In his report "On implementation and development of measures on assurance of ecological safety in the field of production and consumption waste management", Murad Kerimov underlined that a high level of formation of consumption and production waste (about 5 billion tons per year) is preserved today in Russia. At the same time, the level of their recovery and deactivation currently does not exceed 50%. "Implementation of the mechanism of extended responsibility will allow to return up to 60% of useful fractions of municipal solid waste into the economic turnover. We believe that by 2027-29 it will be possible to reduce by half the extent of buried municipal solid waste", acknowledged Murad Kerimov. He also explained that adoption of requirements to the composition and content of the territorial waste management plans, including municipal solid waste, allows the municipal units of the Russian Federation to develop and approve of their own territorial plans, which allows to shift to the new forms of management in conjunction with the approved regional programs in the waste management field. Municipal units of the Russian Federation currently carry out active work on development of territorial plans and regional programs in the field of waste management, including municipal solid waste. Territorial plans have already been developed in 4 municipal units of the Volga Federal District and they are being coordinated; they are being developed  in 5 municipal units, and they are being prepared for development in other 5 municipal units.
