The rules for creating and maintaining a register of objects that have a negative impact on the environment have been adjusted

A government decree has been approved, which corrects the rules for creating and maintaining the state register of objects that have a negative impact on the environment (NEI).  

Starting from September 1, 2024, NEI IV facilities – the lowest category – will not be put on state registration, as they have minimal negative impact on the environment.

Currently, there are almost 200 thousand objects of the IV category in the state register of NEI objects. Taking into account the minimum environmental burden, planned supervisory measures are not carried out in relation to them. They are also not subject to the requirements for obtaining environmental permits and providing relevant reports in the field of environmental protection. The adjusted rules will significantly reduce the administrative burden on businesses and regulatory authorities. 

The document was developed by the Ministry of Natural Resources of the Russian Federation to implement federal Law No. 622-FZ, adopted in December last year, which introduced appropriate changes to environmental legislation.

The resolution also establishes the possibility to exclude from the register information about IV category NEI facilities in case they are identified by authorized bodies.
