Significant excess of pollutants in composition of all samples. Environmentalists check unauthorized snow dumps

Samples of melt water in locations of unauthorized snow dumps detected in winter, were selected by specialists of the Central Specialized Inspection of Analytical Control (CSIAC) of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. This time the analyzes were carried out on three sites: on the territory of the industrial facility on the Technicheskaya str. of Kazan, between the Zakieva and Minskaya streets (near the river Noxa), ​​and in the Aviastroitelny district, north-east of 141 on the Centralno-Mariupolskaya street (near the river Sukhaya). During the snow storing, the requirements of environmental legislation and the Rules for Improvement of the City of Kazan were violated, as a result of non-compliance with the conditions provided for by the Rospotrebnadzor Administration in the Republic of Tatarstan, namely the snow storage on green spaces, the absence of meltwater drainage systems, etc. According to the results of sampling of snow cover (meltwater) from the storage site, it is established that in all samples there are significant excesses of pollutants relative to the concentration of harmful (polluting) substances in comparison with the background indicators, namely: suspended substances (up to 42 times), petroleum products (up to 1.55 times), ion phosphate (up to 47.3 times), iron (up to 4.56 times), dry residue (up to 11.2 times), ammonium ion (up to 3.42 times), nitrites 1,25 times), chlorides (up to 1,96 times), zinc (up to 5,6 times), etc.
Melt water discharged from the snow dump with warming contain in its composition harmful (polluting) substances in concentrations many times exceeding sanitary and hygienic and fish-economic maximum permissible concentrations, namely: ammonium ion (up to 8.4 times), phosphate ion (up to 27.6 times), phenols (up to 2.02 times), iron (up to 33.5 times), nickel (up to 5 times), copper (up to 5.5 times), zinc (up to 4.4 times), manganese (up to 13.4 times).
For each case, the specialists of the Central Territorial Administration of the Ministry of Ecology calculated the damage caused to the soil as an object of environmental protection. The materials of the inspections were sent to the Kazan Interdistrict Environmental Prosecutor's Office to consider the possibility of instituting criminal proceedings in connection with causing significant damage to the soil.
To date, the Investigation Department of the Investigative Department of the Investigative Committee of the Russian Federation for the Republic of Tatarstan has instituted criminal cases for each fact.
