Starting the year 2017, it will be prohibited in Russia to bury any waste liable to recovery

Starting January 1, 2017 it will be prohibited to bury any waste that includes useful components liable to recovery. The list of such types of waste is established by the Government of the Russian Federation, as it is reported on the official website of the Ministry of Natural Resources and Ecology of the Russian Federation. The amendments made to the Law "On production and consumption waste" covered two areas of regulation - nature protection area and housing and utility area having created all the conditions for the development of a new economic sector - the industry of waste processing to escape the system of stocking and burial. A territorial plan in the waste management field should include the whole chain of data on waste from the source of its formation, the amount of waste divided by types and hazard classes up to the sites of their processing, recovery, deactivation, and placement. The Law provides for a new economic mechanism based on the obligation of manufacturers and importers of goods and packagings to recover them after they lose their consumer properties. This will allow to create closed cycles of waste management by returning them into the economic turnover and excluding their burial. In the nearest future, regional authorities will have to set threshold tariffs for management of solid municipal waste, to select regional operators, and elaborate programs in the field of waste management along with areal plans. Currently, all constituent entities of the Russian Federation carry out work on development of territorial plans in the field of waste management, the deadline is September 26, 2016.
