The list of finished goods subject to disposal has been expanded from 36 up to 54. This has been reported on the official website of the Ministry of Natural Resources and Ecology of the Russian Federation. The Prime Minister of the Russian Federation Dmitry Medvedev signed the Directions "On introduction of changes into the list of finished goods, including packing, subject to disposal after the loss of consumer properties", approved by the Direction of the RF Government No. 1886-R of 24.09.2015 and "On approval of standards of wastes utilization from the use of goods for 2018-2020".Draft documents, regulating the responsibility of producers and importers of goods in the field of waste processing were developed by the Ministry of Ecology of Russia.

According to the Head of this agency Sergei Donskoy, the expanded responsibility of the manufacturer is a modern element of the closed cycle economy - the manufacturer and the importer, in fact, are obliged to "see" wastes in goods beforehand and bear responsibility for their recycling.

The utilization standards are set for 2018, 2019, 2010 with  account the gradual increase. The standard, which is set for 2018, for most groups does not exceed (equals) the standard, established for 2017. The standard of recycling by groups of goods "Corrugated paper and cardboard, corrugated paper and cardboard packaging" and "Corrugated cardboard packing" – 25%, 35%, 45% for 2018, 2019, 2020, respectively, has been significantly increased.
