Ministry of Natural Resources of Russia to raise the norms for recycling of waste from the use of goods

The Ministry of Natural Resources and Ecology of the Russian Federation intends to raise the norms for the recycling of waste from the use of goods, the press service of the ministry reports. The draft decree of the Government of Russia “On the approval of norms for recycling of waste from the use of goods for 2018-2020” was prepared by the Office. The head of the Ministry of Natural Resources of Russia submitted a document to the Government of the Russian Federation.
According to the document, the norms of recycling are set for 2018, 2019, 2020, taking into account a smooth yearly increase. The norm set for 2018, for most groups does not exceed (equal) the norm set for 2017. Exceptions are groups represented by wooden goods and packaging, as well as goods made from corrugated paper and paperboard, where the recycling rate is increased in 2018. According to the reports of producers and importers on the compliance with the recycling norms in 2016, the actual recycling of wooden goods accounted for almost 20% of the volume of production or imports.
Simultaneously, Sergei Donskoi submitted to the Government of Russia a draft order providing for changes in the list of finished goods subject to recycling. According to the minister, the expanded responsibility of the manufacturer is a modern element of the closed cycle economy – the producer and importer, in fact, are obliged to “predict” the waste in advance and bear responsibility for its recycling.
In accordance with the amendments, the list of goods and packaging to be disposed of after they lost their consumer properties is presented in a new edition and contains a number of fundamental changes. In particular, the list is divided into “goods” and “packaging”.
Section III of the list was added, which establishes “Goods of a similar purpose and (or) a similar way of recycling of waste from their use”, in accordance with clause 4.2 of Article 24.2 of the Federal Law “On Production and Consumption Waste”, new groups and new items were added (the list of groups of goods and packaging expanded from 36 to 54 groups).
In particular, the document included new product groups: “Glass mirrors”, “Metallic closures”, “Primary elements and primary element batteries”, “Other wires and cables electronic and electrical”. These products have wide application in various areas of production and consumption, waste products represent a danger to the environment; they are included in the list of waste types, which contain useful components, the burial of which is prohibited in accordance with the order of the Government of the Russian Federation of July 25, 2017 No. 1589-p.
In addition, products from corrugated paper and cardboard, corrugated cardboard packaging are included in a separate group.
